FANTOMAS IN AMERICA is very loosely based on a 1920 FANTOMAS American serial made by Fox which has long since vanished in the mists of time. Writer David White managed to locate a few surviving episodes, lobby cards, press articles, stills, etc. (the book is illustrated with 50 stills and advertising art) and spun his own novel based on the serial's plot.
The premise is that Fantomas managed to escape from the sinking Titanic (an assumption shared by Marcel Allain himself) and reached America where he quickly restablished himself as a crimelord. The book takes place in 1917, on the eve of the US entering WWI, when Fantomas decides to capture Professor Harrington, the only man to know the secret of Eldorado and gold-making. Fantomas' goal is to rule the New World -- his method: to spread terror! The only man who stands in his way is NYPD detective Frederick Dickson, a cousin of the famous sleuth of Baker Street: Harry Dickson.
The cover is by noted Canadian artist Denis Rodier:
